“I’m obsessed with skin care; I’m obsessed with having clean skin,” Lucy Hale says, as she pulls her raven-hued bob away from her face, securing her baby hairs with a pair of Harry Josh’s mint-color crease-resistant clips. Today, the Pretty Little Liars actress, who turned 31 this week, is unveiling her extensive everyday beauty routine—a more-is-more approach, which all begins with Joanna Vargas’s Vitamin C cleanser and a splash of cold, pore-shrinking water.

“I am breakout prone…. I had really bad cystic acne in my 20s, [but] I kind of got it under control now,” she explains while massaging her face with Lancer’s pumpkin and pomegranate enzyme-infused exfoliator, beloved for providing instant results. “Baby skin!” she exclaims with a smile. From there, Hale moves onto her ultimate complexion-boosting weapon: Dr. Dennis Gross’s LED mask, which she tops off with a brightening rose gold sheet mask and Jillian Dempsey’s 24-karat vibrating bar.

“If I have a meeting [or] if I just want to feel cute, this is the makeup I do,” Hale says, dipping into her cosmetics case. There’s an Almay shade-sensing foundation, which she rubs on with her fingers; not one but two concealers—“I have a very tiny brush and just go in there like a painter,” she notes—and brown shadow applied, in an eye-popping move, on the lash line. “I think I definitely was the biggest makeup [and] skin-care lover from PLL,” Hale recalls before reconsidering: “No, you know what? Shay [Mitchell] was very into makeup.”

Though Hale, who’s been in front of the camera for the past 15 years, is well accustomed to working with professional makeup artists, there’s one feature over which she’s learned to be highly protective. “Brows have become my thing,” says Hale, who refuses to let any makeup artist touch her carefully crafted arches. She employs a combination of a fine-tipped pencil, used to fill in sparse spots, and a brown finishing gel. “I never leave the house without brushing my brows”—or applying a spritz of dry shampoo and texturizing spray. Twenty minutes later, she’s ready for the day ahead: “This is the final look!” she says. (source)
